Creates an Anti-Displacement Pilot Program allowing cities and towns to participate in a tenant's opportunity to purchase program, with the Executive Office of Housing and Livable Communities selecting up to 15 eligible zip codes

Eligible zip codes must have at least 70% rental units, high eviction rates and Residential Assistance for Families in Transition applications, and high poverty rates (at or below federal poverty line)

Regulations must be developed with stakeholders by December 31, 2025, with applications accepted by June 30, 2026

Pilot program runs for 5 years and concludes with a report recommending improvement, expansion, continuance, or termination
