Expands the definition of "public entity" in Maryland insurance law to include Resilience Authorities, which are entities incorporated by local governments to undertake or support resilience infrastructure projects

Allows Resilience Authorities to participate in insurance pooling arrangements with other public entities to purchase casualty, property, or health insurance

Enables Resilience Authorities to self-insure against casualty, property, or health risks through pooling with other government units

Amends Section 19-602 of the Maryland Insurance Article by adding Resilience Authorities as a fourth category of public entity

Takes effect October 1, 2025; approved by Governor Wes Moore on May 6, 2025
