Requires the Attorney General to develop guidelines limiting immigration enforcement at sensitive locations to the fullest extent possible under federal and state law

Defines sensitive locations to include schools, medical facilities, places of worship, childcare centers, social services establishments, homeless shelters, courthouses, disaster relief sites, and locations of funerals, weddings, or public demonstrations

State agencies operating at sensitive locations must either adopt policies consistent with the Attorney General's guidelines or provide written notice explaining their decision not to adopt such policies

Agencies declining to adopt the guidelines must submit copies of any existing immigration enforcement policies to the Attorney General

Designated as an emergency bill requiring three-fifths majority vote and takes effect immediately upon enactment
