Establishes a 14-member Workgroup to Study Implementation of an Expanded 3-1-1 Nonemergency System, chaired by the Secretary of Information Technology and including legislators, state agency secretaries, public safety answering point representatives, and industry stakeholders

Workgroup must review the Department of Information Technology's 2024 study (Chapter 450) and develop an implementation plan based on its recommendations

Study areas include existing Maryland 3-1-1 services, practices in other states, feasibility issues, identification of an appropriate oversight agency, and development of an expanded virtual 3-1-1 portal

Workgroup must submit findings and recommendations to the Governor and General Assembly by November 1, 2025

Act takes effect June 1, 2025 and automatically sunsets on June 30, 2026
