Expands Correctional Officers' Retirement System membership effective July 1, 2025 to include additional Maryland Department of Health employees at state psychiatric facilities in supervisory and management positions, including CAMH associate supervisors and developmental disability associate supervisors, assistant managers, and managers

Adds new job classifications eligible for the retirement system at facilities including Eastern Shore Hospital Center, Thomas B. Finan Center, Spring Grove Hospital Center, Springfield Hospital Center, and Regional Institutes for Children and Adolescents

Clarifies that employees with creditable service in the Employees' Pension System before July 1, 2008 may opt out of transferring their prior service to the Correctional Officers' Retirement System by June 1, 2026

Requires automatic transfer of service credit from the Employees' Pension System or Employees' Retirement System to the Correctional Officers' Retirement System on June 30, 2026 for affected employees who do not opt out

Guarantees that individuals transferring into the Correctional Officers' Retirement System who receive ordinary disability benefits will receive whichever calculation method yields the greater benefit
