Department of Commerce must create and maintain a website portal for public complaints when governmental units take longer than 60 days to process business or nonprofit applications for licenses, forms, certificates, certifications, permits, or registrations

Complaints cannot be filed through the portal if state or local law explicitly authorizes the governmental unit to take longer than 60 days for processing

"Governmental unit" includes counties, municipal corporations, state units, local units, and any other public body established under state or local law

Annual reports on portal complaints must be submitted to the Senate Budget and Taxation Committee and House Ways and Means Committee by September 15 each year, beginning September 15, 2025

Reports must identify the responsible governmental unit for each complaint while anonymizing data to protect the privacy of affected businesses and nonprofits
