Expands the Maryland Farms and Families Fund to allow the Department of Agriculture to implement the program directly, in addition to providing funds to qualified nonprofit organizations and other responsible persons

Broadens eligible fund recipients beyond nonprofit organizations to include "other responsible persons" who can implement the program in partnership with local farmers markets

Adds logistical and marketing support as authorized uses of fund money to increase participation in federal nutrition programs (FMNP, SNAP, WIC) at nonprofit farmers markets

Maintains requirement that at least 60% of distributed funds go directly to participating farmers markets for market access coordinators and matching dollars for federal benefit purchases

Changes reporting timeline from end of grant cycle to within 90 days after the end of each calendar year; effective October 1, 2025
