Expands the definitions of "legally protected health care" and "sensitive health services" to explicitly include gender-affirming care, extending confidentiality protections for disclosure of such health information

Updates the definition of "family planning providers" to include providers that lost federal Title X funding due to offering certain services, making referrals, or providing funding to such entities, with reference dates changed from December 31, 2016 to December 31, 2024

Grants the Maryland Insurance Commissioner and the Commission on Civil Rights concurrent jurisdiction to enforce health insurance anti-discrimination provisions, and authorizes the Commissioner to adopt implementing regulations

Updates multiple federal law reference dates from 2016, 2019, or 2023 to December 31, 2024 for provisions governing grandfathered plans, summaries of benefits, medical loss ratios, catastrophic plans, cost-sharing limits, prescription drug coverage, and rescissions
