Expands the definition of "sporting event" under Maryland's sports wagering law to include historical horse races, allowing licensed facilities to accept wagers on previously run horse races

Limits historical horse race wagering to specific locations: thoroughbred/standardbred race courses with Class A-2 licenses, the Maryland State Fairgrounds in Timonium, and satellite simulcast facilities

Requires wagering on historical horse races to be conducted as pari-mutuel betting on Commission-approved terminals, with a statewide cap of 4,000 terminals

Prohibits terminals from displaying identifying information (race location, date, horse names, jockey names) before bettors make selections, though past performance data must be available

Sets minimum wager at 10 cents with payouts no less than the amount wagered, and takes effect July 1, 2025
