MD HB1055

Establishes the Commission on Nondiscrimination with 16 members including state legislators, representatives from all three branches of government, the Maryland Commission on Civil Rights, Attorney General's Office, local human rights commissions, bar association attorneys, and civil rights advocacy groups.

Directs the Commission to study how Maryland can strengthen protections against discrimination based on race, color, religion, national origin, sex, age, marital status, sexual orientation, gender identity, military status, disability, and other protected classes.

Requires monitoring of federal government actions affecting civil rights enforcement and identification of gaps in state nondiscrimination laws, including laws lacking enforcement mechanisms, overburdened agencies, funding issues, and missing private rights of action.

Mandates annual reports to the Governor and General Assembly by December 15 each year with findings, recommendations, and legislative proposals to address deficiencies.

Designated as an emergency measure taking effect upon enactment, with an automatic sunset date of June 30, 2029.
