Establishes the Maryland HEALTH Fund as a special, nonlapsing fund to assist Medicaid enrollees and insured individuals with health care costs for services authorized under state law but subject to federal funding restrictions

Requires the Comptroller to add a voluntary checkoff option on individual income tax returns allowing taxpayers to contribute to the fund from their refund or add to their tax payment

Executive Director of the Maryland Health Benefit Exchange administers the fund; expenditures limited to direct assistance for eligible individuals and cannot be used for administrative expenses

Annual report to the General Assembly required by August 31 detailing total donations, administrative costs, and detailed accounting of fund usage

Takes effect July 1, 2025, applicable to taxable years beginning after December 31, 2024
