Each state government unit must submit an inventory of all state-owned real property to the Department of Planning by December 31, 2027, and every 5 years thereafter

The Department of Planning must evaluate each property for suitability for affordable housing or mixed-use development containing housing, considering factors like size, utility access, and zoning

Properties deemed suitable for housing must be offered for donation or sale to nonprofit organizations or buyers who contract to use them for housing, with priority given to affordable housing (defined as below 60% area median income)

The Department of Housing and Community Development must set goals by December 31, 2030 for constructing housing units on state-owned land

Annual reporting to the General Assembly is required starting December 31, 2025, detailing proposals submitted to the Board of Public Works and properties donated or sold under this program
