Adds 7 new Governor-appointed members to the Commission on Behavioral Health Care Treatment and Access, including representatives with expertise in harm reduction services, housing for individuals with substance use disorders, healthcare for homeless individuals, and individuals with lived experience in substance use, incarceration treatment, and drug court programs

Creates a new workgroup focused on improving health, social, and economic outcomes related to substance use

Requires the new workgroup to evaluate availability and accessibility of substance use disorder treatment and recovery support services, including housing and employment services

Directs the workgroup to assess the impact and costs of criminal justice involvement related to substance use, compare outcomes of voluntary versus court-mandated treatment, and review patient discharge standards from substance use treatment programs
