Authorizes supervisory employees of the Baltimore County Public Library to form, join, and participate in employee organizations and engage in collective bargaining activities

Establishes a maximum of two bargaining units: one for non-supervisory employees and one for supervisory employees

Removes supervisory employees from the definition of excluded "employees" under collective bargaining law, while keeping confidential and management employees excluded

Protects existing bargaining units and collective bargaining agreements entered into on or before June 30, 2025 from modification or termination

Takes effect July 1, 2025
