Requires the Maryland Secretary of Health to provide annual grants to counties equal to their costs for implementing medication-assisted treatment (MAT) programs in local correctional facilities, funded through the Opioid Restitution Fund and state budget appropriations

Repeals the existing requirement that local correctional facilities make available at least one formulation of each FDA-approved opioid agonist, partial agonist, and long-acting antagonist for treating opioid use disorders

Requires counties to submit annual reports by October 1 detailing the number of treatment days provided, itemized costs by facility, and other information requested by the Office of Overdose Response

Imposes a 20% grant reduction penalty for each 30 days a county fails to submit required reporting information

Expands authorized uses of the Opioid Restitution Fund to include grants to counties for MAT program implementation in correctional facilities, effective October 1, 2025
