Expands collective bargaining rights for full-time sworn law enforcement officers (deputy sheriffs at lieutenant rank or below) and court security officers in the Baltimore City Sheriff's Office to include salary, wages, and merit step increases in negotiations

Requires officers to bargain in good faith with both the Sheriff (or designee) and Baltimore City jointly, rather than separately based on the bargaining subject

Removes the previous requirement that officers bargain separately with the City for merit step increases and City-administered benefits

Applies only to Baltimore City and excludes officers at captain rank or above, appointed positions, civilian merit employees, part-time workers, and contractual/temporary employees

Takes effect June 1, 2025
