Authorizes the Montgomery County Council to adopt ranked-choice voting or approval voting for local elections including County Executive, County Council, Circuit Court Judge, State's Attorney, Register of Wills, Sheriff, and Board of Education

Defines ranked-choice voting as a method where voters rank candidates in order of preference, with tabulation reflecting those preferences

Defines approval voting as a method where voters may choose any number of candidates, with the candidate chosen most often winning

Requires any local law implementing these voting methods to include an educational campaign explaining how to vote using the new system

Takes effect June 1, 2025
