Establishes a Workgroup on Mail-In Ballot Accessibility composed of state legislators, election officials, disability advocates (including representatives from the National Federation of the Blind and Arc of Maryland), and experts in voting accessibility, election security, and cybersecurity

Requires the workgroup to examine current mail-in ballot return processes, assess how paper-only ballot return requirements impact voters with disabilities, and research accessible alternatives used in other jurisdictions

Directs evaluation of alternatives to paper mail-in ballot return based on accessibility, security, discrimination potential, ability to vote privately and independently, and implementation costs

Workgroup findings and recommendations, including proposed statutory changes, must be submitted to the Governor and General Assembly by December 31, 2025

Act takes effect June 1, 2025 and automatically expires on June 30, 2026
