Establishes the Sellers of Travel Registration Fund as a special, nonlapsing fund within the Maryland Department of Labor to cover direct and indirect costs of regulating travel services providers

Requires sellers of travel and independent agents to file annually with the Department proof of professional liability and errors and omissions insurance of at least $1,000,000, along with a $300 filing fee

Authorizes the Department to set fees by regulation based on the Secretary of Labor's annual cost calculations, with fee increases capped at 12.5% per year

Defines "seller of travel" as persons located in Maryland or selling to Maryland residents who arrange travel reservations, transportation tickets, hotel accommodations, car rentals, or sightseeing tours; excludes air carriers, ocean carriers, and hotels arranging transportation for guests

Requires the Department to adopt regulations for seller of travel registration and enforcement, effective October 1, 2025
