Repeals the mandatory requirement for the Alcohol, Tobacco, and Cannabis Commission and the Comptroller of Maryland to enter into a memorandum of understanding for cooperative inspection and enforcement activities

Maintains existing requirements for the Commission and Comptroller to cooperate and share information and personnel in investigations of licensed premises and enforcement of alcohol and tobacco laws

Preserves the Commission's discretionary authority to enter into memoranda of understanding with federal, state, and local governmental units to reduce duplication and administrative costs

Allows the Executive Director to continue entering cooperative arrangements with governmental units to address operational matters and efficiencies

Takes effect July 1, 2025
