Establishes the Youth Transitioning From Foster Placement to Successful Adulthood Program within Maryland's Child Care Scholarship Program to help parenting foster youth access child care subsidies with no copay requirement

Defines eligible foster youth as individuals ages 16-21 who are currently in out-of-home care under state responsibility or were in such care on their 18th birthday

Removes application barriers for foster youth including requirements for proof of employment/education enrollment, the other parent's name, written authorization from non-resident parents, and foster parent income information

Department of Human Services must make referrals to the Department of Education regarding the program

Takes effect July 1, 2025 and approved by Governor Wes Moore on May 6, 2025
