Repeals Section 11-108 of the Courts and Judicial Proceedings Article, which currently caps noneconomic damages in personal injury and wrongful death lawsuits

Eliminates the existing cap that started at $500,000 in 1994 and increases by $15,000 annually (wrongful death cases with multiple claimants capped at 150% of the limit)

Noneconomic damages include pain and suffering, disfigurement, loss of consortium, mental anguish, and loss of companionship

Applies prospectively only to causes of action arising on or after the effective date

Takes effect October 1, 2025
