Adds "urban forest management" as a new authorized use for the Maryland Clean Water Fund, expanding the existing list of permitted expenditures

The Maryland Clean Water Fund receives revenue from permit fees, application fees, renewal fees, and civil/administrative penalties related to water discharge, water appropriation, and sewage sludge regulations

Priority for Fund expenditures must be given to activities relating to water quality of the Chesapeake Bay and its tributaries

The Department must report annually by January 15 to the Senate Committee on Education, Energy, and the Environment and the House Environment and Transportation Committee on Fund revenues and expenditures

Effective date: October 1, 2025
