Establishes an Intelligent Speed Assistance System Pilot Program requiring drivers facing license suspension or revocation due to speeding-related point violations to participate for 1 year

Participants receive a restrictive license requiring installation and use of an intelligent speed assistance system in their vehicle, with service providers reporting to the MVA at least every 30 days

Failure to participate or complete the program results in license suspension until successful completion; individuals removed for violations may reenter after 30 days but must participate an additional 3 months

MVA must establish a participation fee sufficient to cover program costs, with fee waivers available for indigent individuals

Pilot program takes effect October 1, 2025 and automatically sunsets June 30, 2029, with MVA required to report on implementation by December 30, 2028
