Adds a third circumstance allowing the Baltimore County Board of License Commissioners to approve a change of location for certain alcoholic beverages licenses issued under § 13-1404

Permits location changes when the license was originally issued within the same election district and has remained at the same location for at least 10 years

Changes existing law to clarify that prior location changes must be within the same election district (rather than county) for the 5-year waiting period provision

Enacted as an emergency measure, taking effect immediately upon approval by Governor Wes Moore on April 22, 2025
