Requires the Maryland Parole Commission's annual report to include parole decisions disaggregated by race, including numbers of paroles granted, denied (with reasons), administrative releases, hearings held, and parole-eligible individuals not yet granted parole

Mandates the Commission proactively provide incarcerated individuals with copies of all documents used in parole determinations before hearings, rather than requiring them to request access

Prohibits the Commission from permanently denying parole and establishes mandatory timelines for subsequent hearings: within 2 years for sentences of 10 years or less, within 3 years for sentences exceeding 10 years, and within 5 years for those serving over 20 years for crimes against individuals

Requires public disclosure of each commissioner's vote, reasoning, and justifications for parole decisions, and shortens the deadline for written hearing reports from 21-30 days to 14 days

Requires all parole hearings to be recorded, with recordings made available to incarcerated individuals, retained until 3 years after release and completion of supervision, and redacted of victim identifying information
