Prohibits intentionally disseminating personal identifying information or images of individuals under age 25 on public internet sites or forums without express permission and with intent to intimidate or harm

Personal identifying information includes name, address, phone number, Social Security number, driver's license number, date of birth, school address, biometric data, financial account numbers, and employment information

"Disseminate" is defined as publishing, posting, or disclosing information on a public internet site or public forum

Violations constitute a misdemeanor punishable by up to 1 year imprisonment, a fine up to $5,000, or both

Includes a provision that the law may not be applied in a manner that violates First Amendment or Maryland Declaration of Rights free speech protections; effective October 1, 2025
