Prohibits knowingly selling HVAC or refrigeration equipment to individuals who do not hold a Master, Master Restricted, or Limited license from the Board of HVAC Contractors, unless the purchaser operates a resale business or is exempt under existing law

Exempts sellers who derive less than 25% of revenues from HVAC equipment sales and primarily sell other construction materials

Requires sellers to collect the name and license number of purchasers at the time of sale, or provide written notice about licensing requirements if unable to collect this information

Establishes civil penalties for violations: up to $1,000 for first offense and up to $5,000 for subsequent offenses

Board must adopt implementing regulations by January 1, 2026; law takes effect October 1, 2025
