Expands the regulatory authority of municipal corporations and governed special taxing districts in Montgomery County from single-family residential structures to buildings with four or fewer dwelling units (including duplexes, triplexes, quadplexes, cottage clusters, and townhouses) and their accessory structures

Removes the requirement that regulated buildings be located on land zoned for single-family residential use, allowing regulation regardless of zoning designation

Prohibits building requirements for 2-4 unit residential buildings from being more restrictive than requirements for single-unit houses, though they may be less restrictive

Retains existing authority to regulate fences, walls, signs, parking, storage, setbacks, building dimensions, height, bulk, massing, design, and lot coverage including impervious surfaces

Takes effect October 1, 2025; approved by Governor Wes Moore on May 20, 2025
