Authorizes Montgomery County and its municipalities to place speed monitoring systems on highways identified in Strategic Highway Safety Plans or Vision Zero Plans as high-risk for crashes causing serious injury or death

Prohibits speed monitoring systems on controlled access highways, expressways, or interstate highways within Montgomery County

Requires all fines collected from these high-risk highway speed cameras (after administrative costs) to fund study, design, and construction of safety projects on dangerous roadways identified in safety plans

Mandates evaluation of each speed monitoring system by October 1, 2030, and every 5 years thereafter, measuring effectiveness in reducing the 85th percentile speed at camera locations

Takes effect October 1, 2025
