Establishes a Task Force to study the feasibility and costs of creating a Maryland state park dedicated to providing recreational opportunities and therapeutic services to veterans

Task Force membership includes state legislators, the Secretary of Natural Resources, Secretary of Veterans and Military Families, Maryland Park Service Director, Washington County officials, and representatives from tourism, veterans' therapeutic services organizations, and a proposed land donor

Task Force must recommend services and amenities, operational models with shared responsibilities between Maryland Park Service and partners, startup funding options including infrastructure costs, and self-sustaining funding models for ongoing operations

Final report with findings and recommendations due to the Governor and relevant legislative committees by December 1, 2026

Act takes effect July 1, 2025 and automatically expires June 30, 2027
