Requires a prerelease unit for women to be located in Baltimore City on a site of at least 3 acres, with capacity to accommodate the largest number of women eligible for prerelease status in calendar year 2023

Establishes new deadlines: site identification and design by December 31, 2025; construction begins by July 1, 2026; facility operational by June 1, 2027

Mandates comprehensive rehabilitative services including education, vocational training, job placement, trauma-informed counseling, mental health and substance use treatment, and family reunification assistance

Requires the Department to ensure each woman has secured stable housing expected to last at least 1 year post-release, and to provide essential documents including birth certificate, Social Security card, and state ID upon release

Authorizes up to $500,000 from the Performance Incentive Grant Fund for implementation costs and requires annual reporting to the Governor and General Assembly on program goals, outcomes, and participation numbers
