Authorizes officers of the Alcohol, Tobacco, and Cannabis Commission's Field Enforcement Division to issue citations for violations involving the sale of delta-8 or delta-10 THC products to individuals under 21 years old

Establishes that displaying or offering THC for sale is prima facie evidence of selling THC without an appropriate license, mirroring existing rules for alcoholic beverages

Prohibits the sale or distribution of THC products that violate potency, packaging, or labeling requirements, including products advertised as containing illegal THC amounts through packaging, labeling, or electronic communication

Grants the Executive Director authority to seize, destroy, or confiscate unlawful THC products displayed for sale at unlicensed locations

Non-licensees who violate these provisions face misdemeanor charges with fines up to $5,000, while licensed cannabis businesses face disciplinary action from the Administration
