Increases the annual mileage limit for vehicle emissions inspection exemptions from 5,000 miles to 10,000 miles for two groups: individuals with disabilities who have special registration plates, and vehicle owners aged 70 or older

All owners of the vehicle must meet the qualifying criteria (disability status or age requirement) and certify their eligibility on a form provided by the Administration

Owners must certify the vehicle's odometer reading at the time of application and confirm the vehicle is driven 10,000 miles or less annually

The exemption cannot be granted if prohibited by federal law
