Electric companies must submit annual reports to the Public Service Commission by February 1 detailing all recorded votes cast at regional transmission organization meetings during the previous calendar year

Reports must include votes cast by the electric company and any State affiliates, including votes in committees, user groups, task forces, and other RTO bodies where votes are taken

Municipal electric utilities are exempt from these reporting requirements

"Recorded votes" includes all tabulated votes whether cast individually or as part of a sector, regardless of whether the vote represents a final position or the decision-making authority of voters
