Establishes the Task Force to Develop a Realistic Electricity Plan for Maryland, comprising 19 members including legislators, state agency officials, utility representatives, environmental groups, and ratepayer advocates

Prohibits the Public Service Commission from approving construction or expansion of any transmission lines in Maryland from July 1, 2025 through May 1, 2026

Requires the Task Force to study electricity demand forecasts, out-of-state import percentages, and capacity market costs for years 2026, 2030, 2035, and 2040, with a goal of limiting out-of-state electricity purchases to no more than 25%

Task Force must evaluate policy options including nuclear energy expansion, renewable energy growth, energy storage prioritization, and upgrades to existing transmission systems

Task Force report due to Governor and General Assembly by December 31, 2025; entire Act automatically expires on June 30, 2026
