Generating stations must include backup electricity sources, cybersecurity safeguards, and protective measures to ensure no interaction with the electric grid

Applicants for construction certificates must demonstrate the facility will remain independent from the grid, comply with state and federal laws, and contribute to state energy goals

Owners/operators must submit annual reports to the Commission covering energy source and usage, environmental impact, contributions to state energy goals, and compliance with operational standards; effective October 1, 2025
