Authorizes police officers to file complaints of police misconduct with police accountability boards, expanding the current system that only allows members of the public to file complaints

Removes the "member of the public" and "citizen" restrictions from complaint review procedures, enabling investigating units to process misconduct complaints from any source including fellow officers

Complaints must be forwarded to the appropriate law enforcement agency within 3 days of receipt, with the full review process completed within 1 year and 1 day

Amends Maryland Public Safety Article Sections 3-102 and 3-113

Effective October 1, 2025
