Creates a new limited license category for eyelash extension services under the State Board of Cosmetologists, effective October 1, 2025

Applicants must be at least 17 years old, have completed 9th grade education, and either serve as a registered apprentice for at least 3 months or complete at least 100 hours of instruction in an approved cosmetology school, plus pass a practical and written examination

Defines "provide eyelash extension services" as cleaning the eye area, applying eyelash primers, adhesives, extensions, and sealant, and drying the eye area for compensation

Adds eyelash extension services to the definition of "esthetic services" and includes eyelash extension technicians among practitioners authorized to work in healthcare facilities, assisted living facilities, and private residences

Beginning January 1, 2027, apprentices learning eyelash extension services must be supervised by either a licensed senior cosmetologist who has completed continuing education in eyelash extensions or a licensed eyelash extension technician with 2 years' experience
