Montgomery County must now grant (rather than may grant) system development charge exemptions for revitalization projects, 501(c)(3) youth-serving organizations (capped at $80,000), child care/after-school care facilities, and properties serving developmentally disabled individuals

Montgomery County cannot require exemption applicants to own the property for which they seek an exemption, and must process applications on a first-come, first-served basis until annual limits are reached

Additional Montgomery County exemptions available under county-defined criteria include planned retirement communities, elderly housing, and manufacturing/biotechnology research properties

Prince George's County retains discretionary authority to grant similar exemptions but is not required to do so

Both counties must submit annual reports by October 1 to their General Assembly delegations detailing the exemption process, number of applications received, and total exemptions granted
