Counties and municipalities that enact local carryout bag fee laws must require retailers to provide receipts showing the fee amount charged and the number of plastic or paper bags issued

Civil penalties for retailers who fail to comply: up to $250 for first offense, up to $500 for second offense, and up to $1,000 for third or subsequent offenses

Applies to all Maryland counties and municipalities with existing or future bag fee ordinances

Effective date: October 1, 2025
