Low and moderate-income (LMI) subscribers may hold subscriptions to community solar energy generating systems located in a different electric service territory than where they reside, expanding access beyond current same-territory requirements

LMI subscribers subscribing to out-of-territory community solar systems will receive the same bill credit value as subscribers within the system's electric service territory

The Public Service Commission must establish a process for exchanging community solar bill credits between systems located in different electric service territories

LMI subscribers include those with household income at or below 200% of federal poverty level (low-income), at or below 80% of Maryland median income (moderate-income), or residing in overburdened or underserved communities
