Requires the Maryland Department of the Environment to accept public comments on applications for permits, licenses, or other authorizations whenever newspaper publication notice is required

Public comment periods must follow the timeframe specified in existing statute or regulation if one exists

Establishes a minimum 14-day public comment period after publication date when no specific timeframe is set in statute or regulation

Adds new Section 1–206 to the Environment Article of the Annotated Code of Maryland

Effective date: October 1, 2025
