Establishes the Maryland Developmental Disabilities Administration Waiver Advisory Council to advise on system design, service delivery, and quality enhancement for Medicaid waiver programs serving individuals with developmental disabilities

Council consists of 43 voting members appointed by the Secretary of Health, including 21 individuals with lived experience in waiver programs, service providers, advocacy group representatives, and family members with equal representation from self-directed and traditional service delivery models

Nonvoting members include one state senator, one delegate, representatives from multiple state departments (Disabilities, Housing, Human Services, Education), and various health administration officials

Council must meet every 2 months in public sessions with video recording, provide accommodations for individuals with disabilities, and maintain a dedicated webpage with meeting information and recordings

Members serve 3-year staggered terms without compensation but with expense reimbursement; the act takes effect October 1, 2025
