Requires the Department of Public Safety and Correctional Services to notify victims or their representatives by certified mail at least 90 days before a parole release hearing is scheduled

Mandates certified mail notification when an incarcerated individual is being considered for commutation of sentence, pardon, or remission of sentence

Requires the Department to make at least two attempts in writing by certified mail to notify victims of the Maryland Parole Commission's decisions regarding parole, commutation, pardon, or remission

Applies to victims who filed a notification request form under § 11–104 of the Criminal Procedure Article or who made a written request and maintain a current address on file

Takes effect October 1, 2025
