Prohibits local and state government from restricting the sale, purchase, or use of any consumer good solely based on its energy source (electricity, gasoline, natural gas, propane, or other federally authorized fuels)

Repeals Maryland's Low Emissions Vehicle Program established under the federal Clean Air Act, which set vehicle emissions standards for model years 2011 and later

Eliminates requirements for the Department of the Environment to establish zero-emission medium-duty (8,501-14,000 lbs) and heavy-duty (14,001+ lbs) vehicle sales regulations originally set to begin with model year 2027

Removes Motor Vehicle Administration authority to refuse vehicle titles or registrations based on non-compliance with low emissions vehicle requirements

Applies retroactively to invalidate existing state and local restrictions adopted before the October 1, 2025 effective date
