Creates a new felony offense for knowingly taking mail or packages delivered by the U.S. Postal Service or delivery companies without the intended recipient's permission, punishable by up to 5 years imprisonment

Requires courts to order defendants to either return the stolen mail/package to the addressee or pay restitution for its value as a condition of sentencing

Defines "mail or package" as any item delivered or left for collection by USPS or delivery service companies that deliver tangible personal property

Establishes that interest accrued on overdue restitution payments for porch piracy convictions must be split 50% to the victim and 50% to the court

Takes effect October 1, 2025
