Expands the definition of "abandoned or sunken vessel" to include recreational vessels tied to privately owned mooring apparatus for more than 60 days without consent, or anchored and unattended in the same location for more than 60 days

Authorizes the Department of Natural Resources to use funds budgeted for Natural Resources Police to remove or store abandoned or sunken vessels, reversing the previous prohibition on using these funds

Requires the Department to consider and document five factors when determining if a recreational vessel is abandoned: valid registration status, standing water in the vessel, vessel condition, presence of anchor light if anchored, and condition of mooring equipment if moored

Maintains existing notification requirements including certified mail to registered owners, attempts to contact by phone or email, and 15-day notice periods before seizure
