Exempts portions of the Big Savage Mountain Wildland (2,879 acres), Bear Pen Wildland (1,517 acres), and Dan's Mountain Wildland (4,047 acres) in Garrett and Allegany Counties from wildland designation to allow NextEra Energy Transmission MidAtlantic, Inc. to construct overhead transmission lines parallel to existing Potomac Edison lines

Requires NextEra to obtain a certificate of public convenience and necessity from the Public Service Commission before construction, including public hearings in each affected county and consideration of impacts on electric system reliability, economics, aesthetics, historic sites, aviation safety, and environmental quality

Mandates the Public Service Commission require applicants to provide wildland impact mitigation guarantees, including working with the Department of Natural Resources to add additional wildland acreage

The act becomes void if the Public Service Commission either approves an alternative transmission line route that avoids all three wildlands or denies the certificate of public convenience and necessity for the Mid-Atlantic Resiliency Link project

Takes effect October 1, 2025, and explicitly states the legislation does not constitute a recommendation that the transmission line be approved
