Establishes a Youth Sports Safety Advisory Commission to study evidence-based policies for maximizing safety for youth athletes, with a focus on athletes under age 15 and brain development stages

Commission includes 20+ members: one State Senator, one Delegate, the State Superintendent of Schools, and Governor-appointed representatives from medical associations, athletic organizations, and sports safety experts

Commission must meet at least twice yearly, seek input from national youth sports organizations (US Youth Soccer, USA Cheer, US Lacrosse, USA Football), and recommend best practices for minimizing injury risk

Report of findings and recommendations due to the Governor, State Board of Education, Maryland Department of Health, and General Assembly by December 31, 2026

Takes effect October 1, 2025 and automatically sunsets on September 30, 2030 (5-year duration)
